Apostolic Exhortation

Apostolic Exhortation is a papal document that urges the Church toward faithful action, conversion, mission, or spiritual renewal while often presenting substantial doctrinal and pastoral teaching.
Overview
An apostolic exhortation is a magisterial document written by the pope. Some experts regard it as third in importance among papal documents, after apostolic constitutions and encyclicals.[1] It generally encourages a particular virtue or activity.
Apostolic exhortations are frequently issued following a Synod of Bishops in which case they are known as post-synodal apostolic exhortations. They do not define Church doctrine and are not considered legislative.[2]
Purpose and varieties
An Apostolic Exhortation characteristically encourages rather than merely catalogues. It can call the faithful to evangelization, holiness, family discipleship, penance, consecrated life, or renewed pastoral practice. The Holy See also uses the post-synodal designation when the pope receives the work of a Synod of Bishops and gives his own authoritative synthesis and direction.[3]
Exhortative purpose does not mean doctrinal thinness. Evangelii gaudium, for example, joins missionary appeal to ecclesiology, social doctrine, moral principles, and judgments about pastoral structures. The document remains the pope's act; a synodal origin does not turn it into a committee report or make every synodal proposal part of its text.[4][5]
Post-synodal does not mean delegated
A post-synodal Apostolic Exhortation commonly cites and receives synodal work, but its authority arises from promulgation by the Roman Pontiff. The final text can adopt, modify, omit, or develop proposals. Readers must distinguish the Synod's consultative materials from the pope's own act and from any later law implementing it.
Teaching, counsel, and discipline
The title Apostolic Exhortation does not fix one Authority Level. A passage may repeat Dogma, exercise the Authentic Magisterium, offer a prudential application, commend a spiritual practice, or direct a reform that requires separate juridical enactment. The operative verbs, object, sources, audience, and relation to established teaching matter.
Exhortations normally seek reception in ecclesial life rather than compliance with a code of articles. Yet a pope can give definite instructions within them, and pastors may be obliged to implement those instructions according to their legal form and competence. Exhortation and Church Discipline are related but not identical categories.
Pastoral is not non-doctrinal
Pastoral teaching applies revealed truth to persons and circumstances; it is not the opposite of doctrine. Calling an exhortation pastoral therefore cannot justify ignoring its teaching. At the same time, practical recommendations can remain reformable and contingent without weakening the permanent truths that guide them.
Classification and interpretation
Individual claims should cite numbered paragraphs and be classified according to their content rather than the cover title.
Apostolic Exhortation should crosslink to Encyclical, Apostolic Letter, Synod of Bishops, Papal Magisterium, and Grades of Magisterial Teaching. Such distinctions make the form intelligible without either flattening it into general papal speech or exaggerating every recommendation into universal law.[6]

At the conclusion of the Sixteenth Ordinary General Assembly of the Synod of Bishops (the "Synod on Synodality") in October 2024, Pope Francis said that he would not be issuing an apostolic exhortation to commend the synod's conclusions to the Church and wider world, stating that the Synodal Document itself was sufficient for this purpose.[12]
